USA: US Senate approves budget deal in bid to end govt. shutdown

The United States Senate voted to proceed on legislation in a bid to avert a government shutdown in Washington DC on Friday, after Republican Senator Rand Paul delayed the voting procedure to a two-year budget deal. The federal government shut down for the second time in less than a month on Thursday after Paul delayed the bill's voting procedure to after midnight, in a protest against the spending increases that the bill would entail. If passed by the House, the budget measure will lift spending caps on US defence as well as domestic programmes.
