USA: Stranded Houston residents and their pets rescued as flood waters continue to rise

Due to the lack of police and fire department boats, some civilians used their personal boats to rescue fellow residents to help them leave the Kingwood neighbourhood, which is reportedly one of the most affected... Local and federal agencies have reportedly rescued more than 13,000 people in the area of Houston and across southeastern Texas. Earlier in the day, Houston Mayor Sylvester Turner has announced that an overnight curfew would be imposed in Houston to protect residents from opportunistic crimes. The announcement was made after police detained a crew of armed robbers who were hijacking vehicles. At least 15 people are reported to have died in the storm, which is believed to be the most powerful to have hit Texas in more than 50 years.
