UN: Special rep. Salame calls for truce and 'confidence-building measures' in Libya

UN special representative for Libya Ghassan Salame called for a truce starting on the Muslim Eid al-Adha holiday and warned of an «increased recruitment and use of foreign mercenaries» in the conflict, during a speech at the United Nations Security Council in New York City on Monday. «I call for a truce to be declared for the Eid al-Hadha, which will fall on or about August the 10th,» Salame said... Еще. «The truce should be accompanied by confidence-building measures between the parties to include the exchange of prisoners, the release of those arbitrarily detained or abducted and the exchange of mortal remains.» Salame then called upon a «high-level meeting of concerned countries to cement the cessation of hostilities, work together to impose the strict implementation of the arms embargo to prevent the further flow of weapons to the Libyan theatre.» The UN envoy said that forces on both sides «failed to observe their obligations under international humanitarian law.» Salame also called for the UN Security Council to support the release of migrants from Libyan-run detention centres.
