The draft was unanimously supported.” The Commonwealth of Independent States (CIS) was created in December 1991 aimed at regulating the cooperation among some countries which previously formed the USSR. It unites Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan, and Georgia as a former member and Ukraine and Turkmenistan as associate states.
