Belgium: Merkel, Macron and May in hushed exchange ahead of EU Council Brexit talks

German Chancellor Angela Merkel suggested that the second phase of Brexit negotiations may start in December, upon her arrival for a European Council meeting in Brussels on Thursday. Merkel stated that although not enough progress had yet been made to move the negotiations on, the advances are «encouraging to take the work forward and then reach the start of the second phase in December.» The... However, having spoken to the press, Merkel was spotted in hushed conversation with French President Emmanual Macron and UK Prime Minister Theresa May in the corridor of the Justus Lipsius building. The three leaders covered their mouths to stop onlooking reporters from listening and made animated gestures prompting speculation as to what their conversation was about.
