Belgium: EU leaders arrive for second day of in-person summit

German Chancellor Angela Merkel, French President Emmanuel Macron, and Prime Minister of the Netherlands Mark Rutte were among EU leaders who arrived for the second day of their in-person meeting since the beginning of the coronavirus crisis on Saturday. The second day of the meeting comes as tensions arose on the first day as EU leaders clashed on the Union's plans for Europe's financial recovery amid the COVID-19 pandemic. The special gathering of the European Council on July 17-18 will mark the first face to face meeting between the EU leaders, where talks to agree on a recovery plan due to the coronavirus is expected, after failing to reach an agreement on the EU budget for the next seven years in February.
