French President Emmanuel Macron, German Chancellor Angela Merkel, President of the European Commission Jean-Claude Juncker and President of European Council Donald Tusk were among European leaders who arrived for the second day of a European Council special meeting in Brussels on Tuesday.

The debates come nearly a month after the European Parliament elections. The participants are debating nominations for top posts in the four main EU institutions: European Commission, European Council, European Central Bank and European Parliament, as well as the position of a new foreign policy chief.
