Russian Minister of Energy Alexander Novak stated that the adoption of the OPEC+ Charter for Long-Term Cooperation was not a response to the US's growing output. Novak spoke at a press conference in Vienna on Tuesday, following the 15th Meeting of the Joint Ministerial Monitoring Committee (JMMC) of the Organisation of the Petroleum Exporting Countries (OPEC) and non-OPEC partners.

OPEC Secretary General Mohammad Sanusi Barkindo expressed hope to continue dialogue with the US, noting that dialogue «would be incomplete without the United States on the table.»
He said, «The United States today is the biggest producer of oil in the world, is fast becoming a major exporter on the global scene. And we welcome this new status of the US as a producer. We had always said that this dialogue that is badly needed not only between OPEC and non-OPEC but between producers as well as consumers would be incomplete without the United States on the table.
